Cambodia Tribunal Monitor

The Cambodia Tribunal Monitor runs an excellent website reporting the proceedings of the Extraordinary Chambers of the Courts of Cambodia, set up to try the senior members of the Khmer Rouge regime considered ‘most responsible’ for its crimes. The one trial heard so far, that of ‘Duch’, the commander of the infamous S-21 prison where more than 12,000 people were tortured and killed, has raised difficult issues about who is a senior official and who was most responsible for the crimes.
